CARS "Consensus" launches project "Citizens and local government - for access to information in the protection of the public interest"

On 24.08.2022, the implementation of the project "Citizens and Local Government - for access to information in the protection of the public interest" was launched, under contract No. BG05SFOP001-2.025-0129.

The project is funded by the EU ESF through the Operational Program "Good Governance", under the procedure for "Increasing citizen participation in the processes of formulation, implementation and monitoring of policies and legislation".

The project is implemented by the Association "Center for Alternative Dispute Resolution "Consensus".

Implementation period: 14 months.

Project budget 45 448, 79 leva with 100% grant funding.

The project is a partnership initiative to analyze the problem areas in the implementation of the Law on Access to Public Information in order to formulate proposals for legislative and other regulatory changes in the internal departmental documents of administrative bodies, which would allow for quick, accurate and effective provision of access to public information to citizens and legal entities. For this purpose, both the practice of the Administrative Court-Varna and the internal rules of operation of the administration / in particular the Municipality of Varna / in the process of providing the requested information will be analyzed. In the context of this goal - transparent and effective management, by improving the provision of administrative services to citizens - proposals for changes in the electronic system for the movement of files in administrative proceedings initiated by citizens and legal entities will also be formulated. The project aims to proposed more effective mechanisms for citizen participation in the processes of formation, implementation and monitoring of public policies, through improving the regulatory framework and e-management of services for citizens. These mechanisms will contribute to achieving a transparent and more effective management that saves public resources and provides a favorable environment for the development of economic relations.
